Github is the coders' paradise. Starting from codes for open source projects till the enterprise projects, it is a repository of codes. So, if you are a Technology Recruiter, you cannot miss out this space to target your potential future hires.

Conclusion
You can try a X-ray search for Github too. But it wouldn't be much effective since the users
profiles are not classified under separate sub folder.
The methods listed above are tried and tested ones. I have just tried to show a couple of ways of searching via Github, i will leave it to your wisdom and imagination to improvise on the nuances of these methods.
